We’re looking for two Analysts - Offshore Cost Networks to join us and make a real impact by helping to shape the economic and efficient delivery of vital energy infrastructure projects.

This role involves contributing to offshore wind farms, interconnectors linking Great Britain to other countries and innovative multi-purpose interconnectors. You’ll provide expert analysis, engage with industry stakeholders, and ensure projects deliver value for consumers while supporting the UK’s ambitious Net Zero goals.

Job Description

Key Outputs and Deliverables

The scope of work ranges from technical analysis and statistical/econometric modelling to report drafting and engaging with industry. Typical responsibilities include:

  • Leading on cost assessments specific infrastructure projects such as electricity interconnectors, onshore transmission assets and the transmission assets connecting offshore windfarms and supporting on the assessment of large infrastructure projects.
  • Detailed and robust analysis of submissions to help determine the economic and efficient costs associated with the development and delivery of these projects. This will include comparing costs across different projects, undertaking detailed benchmarking analysis to inform and support our assessments, and helping to set appropriate incentives on project developers to manage their costs efficiently.
  • Presentation and discussion of analysis and resulting proposals to internal and external stakeholders, such as other team members, senior managers and project developers. In doing so you will support our objective to be fair, open and transparent.
  • Ensuring smooth and efficient assessments through clear project-planning, organisation of internal and external meetings, tracking key issues, management of external consultants and their contracts, and management of work packages and analysis allocated to other team members.
  • The ability to quickly review and draw conclusions from detailed cost and technical submissions.
  • Oversight and management of the team’s cost benchmarking models and associated analysis, including reviewing and updating the models, as appropriate (dependent on candidate’s experience and/or skills).
  • A willingness to work flexibly within the Division is essential as role holders will be required to contribute where resources are most needed to achieve deliverables.

Key Stakeholder Relationships

  • Senior management within the organisation at a range of levels.
  • Cross-divisional working and supporting teams within the Directorate.
  • DESNZ and other governmental bodies.
  • Project developers (offshore & onshore transmission, interconnectors), transmission system owners and system operators.

Key Accountabilities

  • Accountable to wider OFTO and Interconnector project teams for delivering cost valuations of the transmission assets at the agreed time for each project.
  • Accountable to the Onshore Heavy Scrutiny Team for providing the cost assessment input to the assessment of the business cases for onshore infrastructure investment.
  • Accountable to other teams for providing numerical/cost analysis as and when required.
  • Budget accountability if managing an external contractor.
  • May be responsible for line managing junior staff (e.g. graduate placement)
  • Responsible for 1-2 team management tasks such as resource planning or budget tracking.

Person specification

Essential Criteria

  • Proven ability to assimilate, analyse and simplify a wide variety of information quickly and effectively. Creating and using this analysis to highlight relevant trends and to draw policy conclusions. (Lead criteria)
  • Proficiency in Microsoft Excel/Word/PowerPoint – ability to present analysis in a clear, concise format to a wide audience.
  • Able to engage confidently at a senior level, to present and defend analysis and engage in debate and negotiation as required.
  • Effective written and verbal communication skills, able to apply these in delivering internal and external documents and presentations. Ability to present and defend analysis, to the companies we regulate, in a confident and assertive manner.
