The role would suit someone interested in developing a policy career who is proactive, organised and an excellent relationship builder and team player. It offers an opportunity to work on policies with colleagues from across the department, our arms length bodies and with other government departments and to lead initiatives to improve counter-fraud capability and awareness.

Job description

Overview of the post/area of work:

The post holder will work as part of the DHSC Anti-fraud unit (AFU) under the direction of the Policy Manager with the key objective of dealing with fraud, bribery and corruption. The work includes but is not restricted to:

  • Raising awareness of the need to fraud proof policies across DHSC, the NHS and arms-length bodies funded by the DHSC and encouraging engagement with the DHSCSAFU.
  • Facilitating the development of policies, procedures and practices which limit the potential for fraud, bribery and corruption.
  • Utilising intelligence to inform the above activities and the business planning of the AFU.
  • Supporting the AFU in its role as sponsor to the NHS Counter Fraud Authority.
  • Deputising for the Policy Manager in their absence.

Responsibilities

Key accountabilities for the role:

  • Support awareness-raising of the work of the AFU and the need to fraud-proof policies across DHSC, the NHS and arms-length bodies funded by the DHSC. This is to be achieved through the delivery of a programme of awareness-raising and training events, guidance materials, use of internal/external communications and culture change activities.
  • Develop, project manage and deliver discrete strands of counter-fraud policy development work as directed, quality assuring your contributions and working with the NHS Counter-Fraud Authority as appropriate. This work may involve working with other government departments to deliver legislative change and delivering bespoke recommendations reports and support to policy teams in DHSC.
  • Prepare timely, accurate and well drafted ministerial briefings, submissions and correspondence and answers to oral and written Parliamentary Questions.
  • Utilise intelligence and information available to inform your work and that of the AFU.
  • Support AFU business planning, governance, record management and evaluations / reviews of AFU work to help drive continuous improvement in our ways of working and effectiveness.

In order to be effective in this role, it is essential that you demonstrate the following:

1. Policy experience and skills to be assessed at interview.

2. The skills and behaviours necessary to deliver your accountabilities effectively, efficiently and in line with the civil service Code of Conduct.

It is also desirable that you demonstrate any or all the following:

1. Experience working to counter fraud, bribery and/or corruption.

2. An understanding of the work of DHSC.
