The Public Governance Directorate (GOV) is looking for a Junior Policy Analyst on Digital Government and Open Government Data. The selected candidate will work under the supervision of the Head of the Digital Government and Open Government Data Team, Reform of the Public Sector Division (RPS), and will be responsible for supporting the development of cross-cutting analytical and management activities within the work streams on the digital transformation of the public sector.

The selected candidate will in particular support the Division in further advancing the measurement agenda on digital government and open data in support of the policy work.

Main Responsibilities

Research and Analytical Support

  • Develop and update questionnaires for data collection in the national administrations and surveys on digital government and open data.
  • Manage surveys on digital government and open data to support policy work and assessment (for example in the case of peer reviews).
  • Carry out initial statistical analysis of the survey data.
  • Contribute to the development of indicators and ensure coherence between the key methodological documents.
  • Participate in the drafting and production of methodological documents and papers.
  • Assist with the preparation and revision of charts and tables for publications.
  • Assist with the preparation of PowerPoint presentations for dissemination and communication purposes.
  • Provide ad hoc support including regional research, as well as drafting of reports and reviews, as required.

Data and Document Management

  • Use existing OECD databases for storage and management of data received.
  • Maintain and verify the accuracy, consistency and comparability of the data collected.
  • Assist in the implementation and management of the metadata on digital government and open data in connection with the OECD Recommendation on Digital Government Strategies.
  • Liaise with peers in GOV and other OECD Directorates to improve data coverage, relevance and availability of methodological information, data transfer and timeliness.
  • Keep abreast of the work of other international organisations (e.g. Eurostat, the World Bank, IMF, Council of Europe, etc.) on related topics.
  • Keep abreast of the IT developments in the OECD and beyond, regarding data collection, storage and visualisation.
  • Support other members of RPS in using the relevant data management tools by providing advice and training to the users of these tools as appropriate and preparing methodical notes and explanations.
  • Help further develop data collection, analysis and validation protocols for the calculation of digital government and open data indicators.

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics, law, politics, social sciences, public management/administration, statistics or other relevant discipline.

Professional Background

  • A minimum of two years’ experience in data management and databases.
  • A minimum of one year of experience in working on public governance issues.
  • Knowledge and proven application of social science research methods
  • Experience with cross-country surveys and indicator development would be an asset.
  • Practical experience in statistical analysis would be an asset.

Tools

  • A command of Excel at an advanced level is required. Very good knowledge of maintaining and ideally creating databases.
  • Good knowledge of how to developed and apply data collection and validation protocols.
  • Good knowledge of data visualisation tools.
  • Proficiency in the use of statistical analysis tools such as SPSS, SAS, EVIEWS or R would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Core Competencies

  • Please refer to the level 3 indicators of the OECD Core Competencies .
  • For this role, the following competencies would be particularly important: Analytical thinking, Achievement Focus, Drafting Skills.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.

What the OECD offers

  • Monthly base salary starting from 4,675 EUR, plus allowances based on eligibility, exempt of French income tax.
