A sub-tropical island of spectacular and beautiful landscapes in the South Atlantic with a warm and friendly population of 4,500, St Helena is a self-governing overseas territory of the UK. Following the opening of its international airport in October 2017, St Helena is better placed to develop both economically and socially.

Providing evidence to underpin the Island’s Economic Infrastructure Programme, this challenging and rewarding role will allow you to make a direct and personal impact on the economic growth of St Helena.

Reporting to the Chief Government Economist, you will be a member of the Corporate Policy and Planning Unit within Corporate Services. This sits at the centre of Government with an overarching purpose of co-ordinating the business of government, making it work in a more coherent, efficient manner.

Working closely with the Chief Government Economist, SHG Directorates, SHG’s Project Management Unit and the UK Department for International Development, you will undertake economic appraisal and develop outline and detailed business cases to assist the prioritisation and justification of St Helena’s Economic Infrastructure Programme.

Holding the equivalent of a bachelor’s degree in economics, social science, engineering or related field, you must have at least three years’ experience in the field of project appraisal utilising the Treasury Green Book Guidance, supplementary appraisal guidance or comparable guidance; experience in working with stakeholders to develop Appraisal Summary Tables which outline qualitative and quantitative financial, economic, social and environmental costs, benefits and disbenefits; with demonstrable experience of leading and undertaking project appraisals for infrastructure projects for Government.

You will be required work with SHG stakeholders and will need to have well-developed communication and presentational skills with political sensitivity and awareness along with a strong analytical approach and be comfortable with developing quality outputs within tight deadlines.
