HPI Policy Projects is a new team within the ICO, established to develop and accelerate the organisation’s response to some of the most pressing and challenging issues in privacy and information rights.

The team plays an important role in influencing stakeholders, providing ICO policy positions on priority issues, developing opinions, reports and guidance, and making available clear and consistent advice on the legislation regulated by the ICO. Our Senior Policy Officers are currently exploring the privacy issues surrounding facial recognition technology, innovation in healthcare data, and the use of personal data in law enforcement, among many other complex matters.

At present, the team is also focused on the ICO’s operation to respond to the COVID-19 pandemic, playing a significant role in supporting organisations to use personal data responsibly during the public health emergency.


The role requires excellent analytical ability and strong communication skills. We need someone who can prioritise competing issues and tasks in a very varied workload and contribute effectively as part of a team, often with demanding deadlines. Degree educated or equivalent, you will have a strong interest in the information rights landscape. Whilst knowledge of information rights laws would be desirable, we would also welcome applications from those who can demonstrate experience of applying similarly complex legislation and the ability to adapt quickly.

The work includes engaging with internal and external stakeholders, often at a senior level, developing the ICO’s guidance on complex issues, producing influential and impactful products, and undertaking projects aimed at developing our information rights laws further. You will need to get to the heart of complex issues at pace and develop practical outcomes. You will need to be a clear and confident communicator both with the written and spoken word.

Under normal circumstances, our expectation is that these posts will be based in our Wilmslow Head Office, or split between Wilmslow and other ICO offices. However, whilst social distancing restrictions continue to be in place, the majority of ICO staff are working from home. In the future, if restrictions are lifted, the role may require you to travel to engagements throughout the UK, sometimes further afield. Therefore, your ability to travel and willingness to work outside of normal office hours is essential.
