Summary

Working on building digital capability in the department and the ALBs, the post holder will:

  • Help create an effective and scalable digital capability programme at NHSX as well as supporting capability learning at DHSC and ALBs
  • Help to embed digital capability into the core capability offering
  • Provide support to policy teams to help them leverage an Agile approach to problem solving with a user centered design approach
  • Identify or deliver appropriate capability training or interventions to support teams delivering priority projects within NHSX
  • Help advise or provide support to teams to help them deliver products or services using an Agile project management approach
  • Help support a network ALBs to communicate and come together to identify best practice and shared solutions using digital, technology and innovation.
  • Assist in creating scalable models of procurement to support policy makers to develop high quality digital products
  • Help to bring together stakeholders from across the health and social care landscape to understand barriers to harnessing digital, technology and innovation and identify shared ways forward.

Job description

  • DHSC recently setup NHSX, an organisation to ensure that technology works well for all users, including patients and clinicians. NHSX has a 5-part mission:
  • Reducing the burden on clinicians and staff, so they can focus on patients;
  • Giving people the tools to access information and services directly;
  • Ensuring clinical information can be safely accessed, wherever it is needed;
  • Improving patient safety across the NHS; and
  • Improving NHS productivity with digital technology

NHSX leads an exciting agenda, helping to shape and fund the right technology in England, to ensure that that people get the right care and treatment they need, with the compassion, respect and dignity they deserve.

Digital has huge potential to transform both NHSX and the wider Health and Care System. This role would be based working as part of the NHSX Digital, Technology and Strategy Team in the capability function.

NHSX is aiming to deliver improved services, supporting new models of care and driving the efficiencies that will allow more time and resource to be spent on those most in need. As well as improving existing services there is an opportunity to harness recent innovations in digital health.

Ultimately, the NHSX Digital and Technology Strategy team is here to make it easy for the health and care system to get the most from a digital approach, including user centered design and services that are delivered using an Agile methodology.

We are a small team of digital and technology specialists supporting the department to set direction and coordinate action across the health and care system. We do this by:

  • Leading: we set the digital agenda for the health and care system
  • Enabling: we reduce the friction in the system to help digital teams deliver
  • Supporting: we assist teams who need our help to transform their services
  • Assuring: we make sure public money is spent well on digital services

Overview of the role

As the Digital Policy and Capability Manager you will be at the heart of the capability building agenda. You will be working with the Digital Policy Lead to help set the direction for a major cultural, capability and delivery change across the NHSX, DHSC and it’s ALBs.

You will help deliver a digital capability programme, advising on approaches that will allow for a genuine, sustainable transformation and help NHSX build digital capability will enable us to fully utilise the opportunities presented by digital health.

You will help think about the broader support and incentives needed to drive the change to enable a culture of openness, transparency and collaboration. You will help to deliver our capability building work to improve skills, services and outcomes.

Working within the Digital Strategy team you will help to define and deliver how we support digital capability building, both through an effective training offer and sustainable resources.

You will work jointly with other capability leads in DHSC, as well as across Government, to create joint initiatives and shared programmes to build digital capability.

Responsibilities


Key requirements for the role

Minimum specialist experience:

  • Experience of working with stakeholders in a complex structure, fostering strong relationships across boundaries and across a diverse team
  • Experience of Agile ways of working, including understanding digital and technology delivery of user-focused products and services
  • Experience of identifying or delivering training or learning interventions to build capability across an organisation.
  • And/or a relevant Agile qualification.

Desirable;

  • Experience of delivering training or learning on Agile ways of working
  • Understanding of digital delivery within a government setting
  • Experience in supplier and contract management

  • Ensure the digital capability offer thoroughly considers customers needs and a broad range of available methods to meet this, including new technology where relevant
