Royal Mail Unilever House, 100 Victoria Embankment, London EC4Y 0HQ

Royal Mail Group is a global organisation. We operate in 44 countries around the world. Our global revenue exceeds £10 billion per annum. We employ almost 160,000 people. We deliver more than 1.8 billion parcels and 14 billion letters every year.

We have two main businesses: our UK Operations and General Logistics Systems (GLS). In the UK, we operate under the Royal Mail and Parcelforce Worldwide brands. Outside the UK, GLS is one of the largest ground-based, deferred parcel delivery networks in Europe and is expanding into North America. This role is with our UK Royal Mail business.

About the role

We have an exciting opportunity for an experienced Regulatory Policy Manager to join us in our UK Regulation Team. We are interested in people from a range of different backgrounds including regulated industries, economics consultancies and sector regulators.

Our Regulation Team works with regulators, politicians and policy-makers to ensure that regulatory and policy environments remain supportive of our future vision.
Your key responsibilities will include:

  • Building a deep understanding of the regulatory framework governing our business.
  • Developing the regulatory framework to support us in providing our Universal Service.
  • Drafting responses to Ofcom consultations, internal briefs for senior leadership and Board papers.
  • Designing and executing detailed evidence gathering – including commissioning consultants and research - to formulate compelling and robust policy positions. This requires you to be comfortable with using both qualitative and quantitative data.
  • Understanding commercial implications of regulatory issues and decisions.
  • Supporting us in meeting our commercial aims through provision of detailed regulatory policy advice.

About You

With 5-7 years’ experience in UK economic regulation, you’ll have a strong track record in policy development, including drafting high-standard external documents and internal briefs for senior management. You’ll have complete proficiency in analysing, presenting and communicating data, and you’ll be able to critically review sources of information in a constructive way.

As a confident communicator, you’ll be able to translate complex and technical information simply and clearly to colleagues across our business. You’ll have strong interpersonal skills with the ability to build effective relationships and advise, influence and challenge internal and external colleagues at all levels.

Project management will be one of your strengths. You’ll be proficient in organising and prioritising a number of tasks and use best practice principles to deliver work on time. You should be able to work both autonomously and methodically with an eye for detail, seeking additional support when appropriate. You’ll also have the flexibility to deal with ambiguity and a fast-moving operational environment.

Ideally, you’ll be trained to degree level in Economics, but this is not essential.

About Us

At Royal Mail, we connect companies, customers and communities across the country, delivering a ‘one-price-goes-anywhere’, universal postal service to more than 30 million addresses. As a FTSE-listed Company, we are focused on being recognised as the best delivery company in the UK and across Europe.

We are an inclusive employer with equality, diversity and fairness at the heart of our values. We welcome applications from individuals from all different backgrounds and are committed to promoting fair participation and equality of opportunity for all of our job applicants.
