We’re looking for a Deputy Director – Major Projects Delivery to lead one of the most ambitious energy infrastructure transformations in a generation. As Britain accelerates towards a decarbonised electricity system by 2030, this role will be at the heart of ensuring that billions of pounds of network investment deliver value for consumers, secure our energy future, and drive Net Zero progress.

You’ll play a critical role in overseeing the build-out of Britain’s electricity transmission networks, ensuring that large-scale investment in new energy infrastructure is efficient, timely, and delivers the best outcomes for consumers. Working at the highest levels of government, industry, and regulation, you’ll drive key policy decisions, manage regulatory approvals, and collaborate with major stakeholders to break down barriers and accelerate clean power deployment.

We’re looking for an exceptional leader with expertise in major capital project delivery, network regulation, or large-scale infrastructure investment. You’ll be comfortable making high-stakes decisions, influencing key stakeholders, and leading teams in a fast-moving and complex environment. With a strong analytical mindset and a strategic approach, you’ll be able to balance investment priorities, consumer interests, and Net Zero goals to ensure the best possible outcomes for the energy system.

Job description

This role provides the opportunity to help reshape Ofgem’s network regulation to support a transformational expansion in Britain’s energy infrastructure, to achieve greater affordability, security of supply, and reach a decarbonised electricity system.

Ofgem acts as the Sponsor on behalf of the consumer to ensure this investment is spent in in their interests. As a leader, you will head an experienced and growing team to design and implement the regulatory frameworks necessary to deliver these changes. You will work with government, the energy sector, and other key stakeholders to overcome barriers and reach clean power as quickly as possible.

SRO responsibility for assessments and approvals of network companies’ large onshore network investments. Scrutinising Transmission Operators’ delivery plans and supporting the identification of delivery mitigations where needed. This includes managing applications made via the Large Onshore Transmission Investment (LOTI) and Accelerated Strategic Transmission Investment (ASTI) reopeners. Responsibility for managing those frameworks as well as individual applications under them and reporting on and reviewing delivery and cost outcomes both upwards to the Ofgem Board and outwards to DESNZ and mission control.

Lead the work evaluating the appropriate investment strategy for new proposed electricity transmission routes that flow from the ESO’s transitional Central Strategic Network Plan (tCSNP).

Coordinate Ofgem’s overall actions under DESNZ’ Transmission Acceleration Action Plan, be a visible central point of contact for DESNZ. Lead on Ofgem’s work specifically in respect of supply chain development, community benefit schemes and community engagement.

Lead the design and development of strategies for new competition models in both onshore electricity networks and also for coordinated offshore transmission assets.

Person specification

Essential Criteria

  • Experience in major capital project delivery, regulatory price reviews or related network regulation activities. (Lead)
  • Proven ability to make effective decisions at pace with significant financial and reputational implications.
  • Proven leadership and experience in building capability in diverse multi-disciplinary teams and supporting them through, and successfully embedding, changes to policies and processes.
  • Experience of engaging, influencing and collaborating at all levels, including diverse colleagues, senior managers, internal and external stakeholders with credibility and self-assurance.
  • Excellent communication skills, with an ability to present technical information clearly and concisely.
  • Excellent analytical skills, with demonstrated ability to think critically, validate and analyse complex data, challenge and sense check results and draw effective conclusions and recommendations.
