The Defence Policy and Planning (DPP) Division has the lead role at the political-military level for the defence-related aspects of NATO’s fundamental security tasks. Within the DPP Division, the Defence Planning Directorate (DPD) has the lead in the International Staff (IS) for the coordinated execution of the NATO Defence Planning Process (NDPP) and the Partnership for Peace Planning and Review Process (PARP) and in assisting the defence reform efforts of nations. The Directorate works in close cooperation with national delegations and staff in national capitals on all business relating to defence planning, including the analysis of national defence programmes.
The Principal Financial and Economic Data Analyst is responsible to the Head, Data Analysis Section for the maintenance, quality assurance and report generation of defence expenditure, financial and economic information, and the development of the Ecobank database. The incumbent ensures the compilation and processing of data with particular responsibility in assuring the quality of the data stored, in terms of accuracy, comparability and completeness. The post holder also contributes to the development and implementation of methodologies for data storage, verification, analysis and dissemination according to the best practices in the field and provides support to the data analysis function of the Section, in particular the development of specialised statistical reports.

2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
- possess higher secondary education with 6 years of experience in the compilation and management of data, including economic information, from national and international sources OR upper vocational training/ post-secondary degree in statistics, economics, management, computer science or mathematics with a statistics specialisation with 3 years of relevant experience;
- have strong practical experience in data analytics, visualisation and reporting using MS applications (e.g. Excel, SQL Server and SharePoint) and other technologies;
- have experience in the development of data repositories, the definition of the database structures and the setting-up and management of data systems;
- have advanced proficiency in Microsoft (MS) Excel and a solid knowledge of the other MS Office applications;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
- be willing to work outside normal office hours.
DESIRABLE
The following would be considered an advantage:
- advanced knowledge and work experience in VBA for automation (between Access, Excel, and Word) and/or SQL;
- experience in the development of statistical web applications;
- knowledge of NATO defence planning.
3. MAIN ACCOUNTABILITIES
Knowledge Management
Compile and verify defence-related financial and economic data for the NATO Defence Capability Review and produce statistical reports in support of NDPP. Contribute to the further development and implementation of NATO financial and economic databases, and statistical reporting applications.
Stakeholder Management
Co-operate with specialist staff within the Data Analysis Section. Maintain contacts with national authorities and other international organisations, in particular, the Organisation for Economic Co-operation and Development (OECD).
Information Management
Liaise with others in DPD to compile and verify defence-related financial and economic information, and to assist end-users with statistical reporting and data analysis.
Expertise Development
Produce and disseminate aggregated statistical information in a user-friendly form, as both tables and charts. Proactively develop skills in areas such as planning, organising and the use of new technology. Liaise with others to leverage knowledge.
Project Management
Provide data quality assurance for national replies to NATO capability surveys and questionnaires.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent is responsible to the Head, Data Analysis Section; co-operates with staff in the Data Analysis Section; works in close conjunction with other staff in the DPD and staff elsewhere in the International Staff; maintains a close working relationship with the national delegations and, through them, with the national authorities responsible for defence planning and defence-related economic and financial matters.

6. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter. Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
