We’re looking for Policy Advisors (Hydrogen or Gas) to join us and help shape the policies that will influence the future of energy across Great Britain.

Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers - especially vulnerable people.

We’re offering Fixed Term opportunities across five roles in high-profile teams, with the chance to work on some of the most pressing and complex issues facing the energy sector today. This is your chance to play a key role in shaping established gas systems or emerging hydrogen markets at a critical point in the UK’s transition to Net Zero. You’ll contribute to work that directly impacts consumers, supports decarbonisation and helps ensure long-term energy security.

These roles sit within the Energy Systems Management and Security Directorate, where you’ll be part of the Hydrogen Market Framework Team, Gas Systems and Operation Team, or Gas Security and Flexibility Team. You’ll operate in areas that are both highly topical and high impact, working alongside government, industry and regulatory partners to influence how the energy system evolves.

Whether supporting the development of hydrogen frameworks or strengthening gas security and flexibility, you’ll be contributing to work that balances affordability, sustainability and reliability. You’ll gain exposure to complex, cross-cutting policy areas and play a role in delivering solutions that shape the energy landscape for years to come.

The Hydrogen Market Framework Team are looking for one Policy Advisor. This is a multi-disciplinary team, responsible for advising on, designing and delivering regulatory policies for hydrogen pipeline systems; an area of work that is extremely topical, high profile and high impact. This is a chance to work on critical projects that balance the needs of consumers with the drive for decarbonisation, within a supportive and collaborative environment that values your expertise. These roles offer the opportunity to take ownership of complex policy areas, influencing decisions that will shape the energy landscape for years to come, and be integral to the UK’s net zero journey.  

The Gas Systems and Operation Team are looking for two Policy Advisors. In the coming years, we will be leading an ambitious programme of work, focused on managing critical risks within existing gas systems including maintaining resilience and protecting the consumer interest, whilst transitioning and decarbonising those same systems as GB moves further toward net zero.

The Gas Security and Flexibility Team are looking for two Policy Advisors. The team is responsible for and works on matters covering gas security of supply and infrastructure flexibility to help maintain affordable gas security and a resilient gas system now and in the future for GB consumers. This is an opportunity to be involved in an area of work that is extremely topical, high profile and high impact.

Person specification

Please ensure you demonstrate clearly, within your personal statement, how you meet each of the criteria below (not more that 1250 words). In the event that we receive a large number of applications, an initial sift may take place on just the lead criteria indicated below. 

Essential Criteria:

  • Policy delivery: demonstrated policy delivery, showing the ability to identify, analyse, and articulate complex problems, and present robust policy recommendations which highlight risks, trade-offs, benefits and wider impacts. [Lead Criteria]   
  • Excellent written and verbal communication skills 
  • Demonstrative experience in engaging with and/or managing multiple internal and external stakeholders (such as legal / analysis etc)
  • Ability to manage different work activities or workstreams to keep projects on track 
  • Knowledge of the GB gas sector, in particular of network regulation and/or understanding of the structure and key components the GB economic regulation framework.
