We’re looking for a Senior Analyst to join us and help drive the analytical and policy thinking behind one of the most high-profile protections in the UK energy market.

We’re offering a permanent role with the chance to play a leading part in shaping the future of the energy price cap and wider price protection policy. This is an opportunity to work on nationally significant policy that directly impacts around 22 million consumers, ensuring fairness in a rapidly evolving market. You’ll contribute to complex, high-profile decisions that sit at the centre of public and political focus.

Working within the Retail Price Cap Policy team, you’ll help evolve how the cap responds to market developments while maintaining strong consumer protection. You’ll operate across analytical and policy challenges, contributing to the ongoing design of price protections that balance affordability, competition and sustainability.

This role offers the chance to influence major policy decisions through robust analysis and strategic insight. You’ll work closely with senior stakeholders across Ofgem, government and industry, helping shape thinking in an area that is critical to consumer outcomes and market stability.

We’re looking for someone with strong analytical and policy capabilities, experience working with complex data and the ability to communicate insights clearly and effectively. You’ll be comfortable leading workstreams, managing competing priorities and engaging with a wide range of stakeholders.

Job description

Key Responsibilities

  • Developing and evidencing changes to price cap policy;
  • Ensuring policy recommendations are based on robust and quality assured analysis;
  • Communicating policy proposals to internal and external stakeholders;
  • Coordinating / managing a team of policy analysts to ensure the completion of team deliverables on time;
  • Identify interdependencies and working collaboratively with other experts across Ofgem. Engaging with other policy teams and legal advisors.

Key Outputs and Deliverables

  • Produce high quality internal working papers to support senior managements decisions; and also produce high quality public documents such as consultations and decision papers;
  • Build, oversee and quality assure analysis and analytical models in support of policy development;
  • Communicate, both written and verbally, analytical findings, policy recommendations and policy risks to senior decision makers at various governance fora;
  • Respond to ad hoc and cross cutting requests by providing expert, authoritative, impartial and accurate information and analysis of the price cap.

Person specification

Essential Criteria

  • Analytical skills – Strong quantitative skills using a range of methods and demonstrable experience of conducting complex analysis / modelling; including strong evidence of applying economics and competition analysis (including financial analysis) to relevant markets. (Lead Criteria)
  • Policy skills – policy analysis and policy writing skills with demonstrable application of those skills to policy development, consultation, decision-making processes and implementation.
  • Communication skills – the ability to communicate complex and often technical issues clearly and effectively with both experts and non-experts.
  • Project and management skills – Evidence of shaping and leading analytical work programmes that support policy decisions, and successful management of major projects with fixed deadlines. This includes proactively managing your own work independently with minimal supervision and setting direction for junior colleagues.
  • Stakeholder management skills - ability to communicate credibly and effectively with stakeholders at all levels as part of a targeted stakeholder management strategy.
