Job Summary

As Great Britain’s energy system evolves, effective charging frameworks for gas networks remain critical to maintaining security of supply, affordability and system resilience. At Ofgem, we’re seeking a Principal Policy Expert to help shape how Gas System Charging supports the transition to a lower-carbon future.

We’re offering a permanent opportunity within our Gas Systems Management and Operations team, where you’ll take on a high-profile role focused on how gas network charges are designed, applied and reformed across the energy transition.

This is an area of work that sits at the centre of some of the biggest challenges facing the gas sector, from declining fossil gas consumption and ageing infrastructure through to the development of low-carbon gases such as hydrogen and biomethane. Your work will contribute to how charging frameworks evolve to support these changes whilst continuing to protect consumers and maintain resilience across the system.

You’ll also have the opportunity to work on high-profile and nationally significant programmes, applying your expertise to complex and evolving regulatory challenges while contributing to wider strategic thinking across Ofgem.

You’ll bring prior experience in economic regulation, alongside knowledge of Gas System Charging and the ability to analyse complex issues, produce robust recommendations and communicate technical information clearly to a wide range of audiences. Strong organisational and collaboration skills will also be essential, with the ability to manage competing priorities and build effective relationships across teams and stakeholders.

Person specification

Please ensure you demonstrate clearly, within your supporting statement, how you meet each of the criteria listed in the role profile. In the event of receiving a large number of applications, an initial sift may take place on just the lead criteria indicated in the essential criteria.

Essential Criteria

  • Gas System charging expertise: Knowledge / experience of GB gas system, market operation and charging, or knowledge / experience of charging frameworks in an equivalent regulated sector Ability to make robust recommendations and/or effective decisions based on specific expertise in the area of Gas System Charging. (LEAD) 
  • Analysis skills: undertake and present appropriate analysis to support decision-making. 
  • Communication skills: Strong written and verbal communication skills that effectively communicate complex issues to non-expert audiences in written documents and orally. 
  • Organisational skills: the ability to identify and scope appropriate project/research work, plan ahead, prioritise activities (or resources), manage multiple priorities to successfully deliver at pace. 
  • Collaboration skills: Ability to build and maintain effective relationships with internal and external stakeholders.
