Job description

The Low Carbon Regulated Asset Base (RAB) team is a collection of high performing, collaborative, and flexible staff, working across a number of new and exciting policy areas. Our work is excitingly varied from advising the Department for Energy Security and Net Zero (DESNZ), and His Majesty's Treasury (HMT) on regulatory and strategic issues, developing new approaches to financing large scale energy investment, regulating new energy technologies and services, to developing policy crucial for meeting our decarbonisation goals.  

Some of the team’s remit currently includes carbon capture use and storage (CCUS), new nuclear investment, and hydrogen transport.  

As part of a cooperative and interdependent team of policy, finance, engineering, legal and regulatory experts, new joiners to the team will have the opportunity to take responsibility for managing aspects of the programmes.

Senior Cost Analyst (G7/2b): We are currently recruiting for two Senior Cost Analysts for policy implementation with an analytical, technical or accounting focus across the LC RAB programmes. The analytical skills and outputs required for the roles are similar, but the roles have slightly different purpose as per below.

Role 1: cost assessment

  • Becoming the team’s expert on Track 1 CCUS T&S Networks and proposed H2 Transport projects, with a comprehensive understanding of the project’s design, implementation, cost estimate maturity, risks, and programme progress.
  • Being the first point of contact at a working level for prospective licensees, building a strong relationship with Licensee’s and furthering Ofgem’s reputation as a dependable stakeholder.
  • Planning, overseeing and delivering work on time and to a high standard through effective organisation and prioritisation of requests for support from multidisciplinary team members.

Role 2: reporting and cost logging

  • For the LC RAB programmes, monitoring, reviewing, managing and verifying licensee’s regulatory submissions (RIGs - regulatory instructions and guidance).
  • Verifying and managing costs reported by licensees, to protect network users and consumers certain categories of project overspend (cost logging).
  • Developing and maintain a structured record management system for cost logging and project delivery. This will include licensee and other stakeholders’ engagement and governance.
  • Planning, overseeing and delivering work on time and to a high standard through effective organisation and prioritisation of requests for support from multidisciplinary team members.

Key Outputs and Deliverables

Use your expertise to:

  • Advise colleagues and senior management on project status and key technical/commercial risks to the relevant project.
  • Provide general support and guidance to Licensees as the first point of contact; triaging more complex requests as appropriate and/or,
  • Review and verify accounts provided by the Licensee to identify errors or incorrectly categorised costs.
  • Provide expertise in the following areas:
  • Cost Estimate maturity and contingency allocation.
  • Earned Value Analysis.
  • Project delivery, including Planning, Permitting, and Governance.
  • Cost logging.
  • Develop a structured record management system to track project progress to enhance Ofgem’s long-term organisational capacity and build a strong evidence base to rely on when making Regulatory Determinations.
  • Build strong relationships with stakeholders within Ofgem, with Licensees, and across HMG to provide guidance to help colleagues members make evidence-based decisions and help Licensees to efficiently comply with their Regulatory obligations.

Person specification

Essential Criteria

  • Experience in the operation or regulation of infrastructure / utility companies (or similar infrastructure developers or large complex corporations). (Lead criteria)
  • Experience in the developing of business cases, cost estimates, value-for-money assessments, or regulatory impact assessments; reporting, quality assurance, safety and governance of major infrastructure or similarly complex projects. (Lead criteria)
  • Experience working within an engineering/technical/cost advising or consultancy environment.
  • Experience working in a complex environment, providing expertise and advice on strategic or operational performance related matters.
  • Example of delivering large projects/work outcomes to a deadline at a high standard.

Desirable Criteria

  • Advanced Excel and modelling skills.
