Job Summary
Join Ofgem at the forefront of tackling some of the biggest challenges facing the energy industry, from combating energy theft to shaping the rules that keep the market fair and secure. We’re looking for a Senior Policy Lead to head high-profile projects, influence industry codes, and drive forward policies that protect energy consumers and strengthen the industry.

Leading existing and new programmes to combat energy theft and strengthen engagement with the Smart Energy Code and Retail Energy Code, you will cover diverse areas such as gas, electricity, data, security, and consumer issues. Person specification
Essential
- Strong industry code knowledge (across all codes), specifically with the context of smart metering and associated theft and Radio Teleswitch licence obligations. You should have existing contacts and relationships within the codes policy environment and experience of attending code panel meetings, sub-committees and working groups. You should be able to demonstrate an in-depth understanding of practices and challenges facing the industry, alongside a strong network of contacts in organisations such as SECCo, RECCo, and other UNC. (LEAD)
- Proven experience and strong skills in policy development, including: identifying, analysing, and articulating complex problems; working with analytical, technical, and legal professionals to develop solutions and options; and presenting policy recommendations that consider the trade-offs and risks, and dependencies that help senior colleagues reach a decision.
- Experience in analysing and drafting licence conditions and the associated processes.
- Proven experience of managing and delivering projects against challenging deadlines with minimal supervision, and the ability to react appropriately to fast changing circumstances and unforeseen challenges.
- Excellent communication and relationship-building skills, with the ability to engage constructively and transparently with internal and external stakeholders, and to clearly convey complex issues to non-expert audiences.
